Dumping Waste Water on Public Road?

The above picture is of a Hawg Hauler tanker truck dumping waste water on Blake Ridge. The license number of the truck is AF65647 and the truck number is 125. We have seen many incidents of this type in the past, but this is the first time we were able to get a picture. You can see dark stains on the road and in the ditch from this type of activity. The picture was taken on September 27, 2010.

The WVDEP is investigating the incident. They were told that the truck was watering the road for dust control.

The WCAG feels that the WVDEP needs to consider the following factors before making their determination:

• Truck logs are needed to determine the source of the water to account for its brown color.
• The reason why the truck was not using a water bar to water the road as is their normal practice. See below.
• Why was the truck watering while it was raining and the road was saturated? See below.

The truck is watering the road for dust control. This is normally what we see.

Conclusion. The WCAG feels that more evidence needs to be presented to show that waste water was not being dumped.
